On September 27th, 2016, in order to implement the speech spirit of General Secretory Xi in Qinghai and explore the cooperation of circular economy pattern between government and enterprise, Haixi state People’s Government and GEM signed the circular development and new energy materials industry strategic cooperation agreement to develop resources circular industry and new energy materials based in Haixi. The signing ceremony was held in the special activity of “Yangtze River Industry Funds to Qinghai”.

Before the signing ceremony, Wangguosheng, the Secretary of Qinghai Provincial Committee of the CPC, granted a interview to the participants of the ceremony and communicated with them. Qinghai Development and Reform Commission, Municipal Committee and Energy Bureau respectively introduced the new energy, new materials and recycling economy in Qinghai. Haixi People’s Government introduced the situation of relevant industry. Prof. Xu Kaihua, Chairman of GEM, introduced GEM’s development history of recycling industry and expressed the desire and plan of cooperation with Qinghai and Haixi Government. During the communication, participants of the delegations all showed appreciation towards GEM’s consistent recycling theory, and expressed energetic support and affirmation to GEM’s further development of recycling industry motivation. Haixi Government, Qinghai Development and Reform Commission and other participating units all expressed warm welcome to GEM’s development in Qinghai and promised that they would support GEM in Haixi in many aspects.

The cooperated two sides agreed that GEM(and its associated companies) acts as the investor, implement the packaging planning and ecological management of circular development in the state domain industry and the development of the urban and rural integration; Investment in construction of green recycling demonstration base of retired aircraft, waste trains, ELVs and other typical green recycling resources; And utilization of salt lake resources and solar energy resources, on the basis of salt lake resources ecological development, invest and develop lithium resources which is the main body of new energy power materials, actively develop solar photovoltaic industry, and strive to build the core of new energy base material aspects of cooperation.

Qinghai, as the source of the river of the Chinese nation, is our environmental protection security barrier, which is rich in ecological resources. Haixi state, located in western Qinghai province, is an important industrial area of the Qinghai-Tibet Plateau. It’s the “land bridge” which links east and west, connects south and north as well as four provinces thoroughfare in the “One belt, One road” of western China. It’s also our country’s environmental security barrier area which has the Qaidam Basin’s national pilot demonstration area of circular economy, Qinghai salt lakes and other rich resources, therefore, it has a great advantage of developing circular economy and emerging industry of new energy-materials. According to the development approach of ecology, production and living, standing the world’s perspective of “Internationalization, high standards and sustainability” and following the ecological packaging ideas of “All ecological design, technical processing, intensive development, industrialization reforming and environmental protection cloud control”, the two cooperated sides will promote the convergence of development and ecology, industry and ecology as well as consumption and ecology, consequently the great development structure of ecology first, circular development and green industry will be formed.
