On the afternoon of 24th July 2015, Yang Song, the Chairman of the CPPCC of Hubei province led other CPPCC personnel visited Wuhan GEM and hold proposal management seminars on the scene to discuss the key proposal of "Suggestions on Accelerating the Development of Circular Economy in Wuhan Province" in the 3rd session of the 11th CPPCC of Hubei province.

Before the meeting, accompanied by Professor Xu Kaihua, the President of GEM Group, Chairman Yang and his colleagues visited GEM’s Urban Mining Museum, Intelligent Information Monitoring Platform, ELV and E-waste Dismantling Workshops.

After the visit, Liu Anmin, Secretary General of the CPPCC of Hubei Province, hosted the seminars. In the meeting, Zhao XiaoYong, a member of CPPCC standing committee, introduced the circular economy development situation in Shandong Province which was investigated by delegation of the CPPCC of Hubei. Relevant persons from Provincial Development and Reform Commission and the organizer of the proposal, co-organizer including the Provincial Environmental Protection Bureau, Provincial Financial Bureau, Provincial Price Bureau, Provincial Supply and Marketing Bureau, introduced the management situation. The representatives of Science and Technology Association expressed their satisfaction with the management work, and put forward opinions and suggestions. The Head of the general office of the provincial government raised requirements to the next proposal management work. Wu Chao, chairman of the CPPCC of Wuhan, and representatives from the general office of CPPCC of Wuhan Province, laboratory, committee, other municipal departments and Xinzhou District Committee participated in the seminar.

Professor Xu, introduced the current situation of the recycling industry development and future plans of GEM in the seminar, and talked about "Internet + Classified Recycling" launching ceremony and press conference on 22nd July in great detail, which had gain unanimously endorsement and support by the leaders.

Yang Song, Chairman of Wuhan Provincial CPPCC highly affirmed the remanufactured mode in Wuhan GEM, and expressed his support to GEM for being bigger and stronger as the leading in circular economy industry. He noted that the development of circular economy is the core of "Two-oriented Society", which is an important move to "Build the pivot, walk in the forefront," and economic development transformation, but also the implementation of the "Three-dimensional Outline" to achieve green development. The significance of the development of circular economy must be understood.  Recycling & energy conservation and emissions reduction should at the same important level to be the rigid targets and constraints. We must understand the profound difference in characteristics of circular economy across regions, cross-industry, cross-enterprise, cross-section, and increased the efforts of the promotiong work in the government, enterprise until the whole of society to form consensus and common action.

Yang Song, Provincial CPPCC chairman, proposed the recommendations for further work:  in the plan of the 13th Five Year Plan, the state of circular economy must raise from local and regional strategies to be part a joint implementation of the provincial development strategy. This plan should be made carefully and constantly improved the policies, laws and regulations, innovative institutional mechanisms. The entry requirement of circular economy must be cleared to accelerate the development of circular economy. A leadership and coordination mechanism must be established to integrate the resources and improve the completeness of the industrial chain.

The seminar has promoted the rapid development of circular economy in Hubei. It has also inspired new ideas for GEM and other circular economy demonstration enterprises.
